Minimum Wage Increase - Adding it to the 2017 Ballot

Senate President Sweeney is sponsoring a new bill (SCR1010) that will put a constitutional amendment on the 2017 New Jersey voters to increase the state's minimum wage. As of this date the proposed amendment has not been finalized but most observers believe it will be similar to A-15 which was vetoed recently by Governor Christie. 

In New Jersey, the state legislature must approve a proposed amendment by a supermajority vote of 60% but the same amendment can also qualify for the ballot if successive sessions of the New Jersey State Legislature approve it by a simple majority. With the current mix of democrat and republican seats, Senate President Sweeney and Assembly Leader Prieto will probably strive to have the legislation passed by both houses in two successive years. 

NJSA is concerned about this dramatic increase in the minimum wage (20+% in the first year and 79% over the entire period) for several reasons: 
  • New Jersey businesses will slow their hiring plans for additional staff, 
  • New Jersey will again be non-competitive in attracting new business investment and employment compared to other states in the region with lower wage scales, and
  • New Jersey's state program expenses will increase since many benefit programs are based on the state's average weekly wage. 
With a tepid economy, New Jersey does need a new multi-year program of increased wage rates. 

When President Sweeney and Speaker Prieto finalize SCR101's proposed language, NJSA Legislative Committee will let the staffing industry know its details in a future Legislative Information Bulletin.
