This bill would increase workers compensation benefit payments (to both public and private employee beneficiaries) more than an estimated $55 million dollars per year with mandatory cost of living increases provided for annually thereafter.  According to the bill's proposal, this increase in workers compensation payments would be paid for by NJ businesses (and it specifically excluded virtually all state and local government entities from contributing to funding this expense) by increasing the Second Injury Fund surcharge (already 6+% of your workers compensation insurance expense) on private-sector workers compensation insurance policies. 


In mid-March NJSA joined with many other NJ business organizations in opposition to passage of this bill.  It originally was scheduled for a vote by the entire Assembly on March 26, 2015.  However, due to vocal and strong opposition, the bill was removed from the list of bills being voted on by the Assembly and was not voted on as scheduled.  Obviously a vote could be rescheduled by the Assembly leadership in the future, so NJSA and the rest of the business community will continue to monitor this situation.

Events we are following closely:  The April 9th court hearing on the legal challenge to the Trenton Paid Sick Leave Ordinance.


Staffing Employment Up in March

According to the Bureau of Labor Statistics, staffing firms created 11,400 new jobs in March, up 0.4% from February and 5.3% from March 2014. Year-to-year staffing job growth averaged 5.7% over the past 12 months.

Non-seasonally adjusted BLS data, which estimate the actual number of jobs in the economy, indicated that temporary help employment increased 1.5% from February to March.

The unemployment rate held at 5.5% in March, down 1.1 percentage points from a year ago.

Search and placement jobs totaled 313,400 in February, 9.4% higher than in the same month last year.

New Data from ASA Quarterly Staffing Employment and Sales Survey

U.S. staffing companies employed an average of 3.2 million temporary and contract workers per week in 2014, up 5.4% from 2013, according to data released by the American Staffing Association.


In the fourth quarter of 2014, average weekly staffing industry employment grew by 137,100 workers-- 4.2% more than in the third quarter.


Temporary and contract staffing sales were 7.9% higher in the fourth quarter of 2014 compared with the same period the prior year, totaling $30.54 billion. Fourth quarter sales were 3.7% higher than in the third quarter of 2014. For the full year, sales were up 5.7% over the prior year.
